Changes to Special Educational Needs and Disability in School

In June 2014 the Children and Families Act 2014 became law. As part of this, there are important changes to the support and services children and young people with special educational needs and disabilities will receive.

For those students with complex needs there will be a single birth-to-25 Education, Health and Care (EHC) Plan and these will replace the current system of Statements of Special Educational Need.

September 2014 will see the start of a gradual process of moving from the old system of Statements to the new system of Education Health Care Plans (EHC plans). It will take up to three years to transfer existing Statements to EHC plans

The categories of School Action and School Action Plus will be replaced in our school, with a new system called Special Educational Needs One (SA+) and Special Educational Needs Two (SA)

Individual Education plans (IEPs) will be gradually replaced with focussed targets for each pupil; these will be stuck into the front of their English and Mathematics books for continued reference by both the pupil and staff. Parents will also be provided with a copy of these targets in the home-school books. Targets will be set by the class teacher following observations, assessment and a discussion with the pupil where their views will be recorded. The targets will be in ‘child friendly’ language so they are accessible to the individual pupils. Although the targets will be formally reviewed every six months, they will be adapted within that time as the pupils achieve their goals. These will be working documents which adapt with the pupils progress and achievements. The focus targets, along with their other progress, will be discussed at the termly Parent – Teacher meetings.

Statement Annual Reviews (EHCP) will continue be held annually with the parents, class teacher, SENCO and any relevant specialist teachers. In addition there will be termly reviews of the pupil’s progress at the parent – teacher meetings.
